with stakeholders ahead of the launch of the MGBF Food Security Initiative next
month. The goals of the discussions were to understand the role that rural
planning and develop will play in the implementation of a successful food
security strategy for the country and how that link to other efforts will
across ASEAN.

The inclusion of rural communities are a key component to any food security
strategy moving forward, the members of the communities themselves need to feel
they are apart of the bigger picture of any future development. "The question
is where to start? In the context of rural development needs to be seen in the
broader context of demand for goods and services to a specific market that a
particular group of people wish to supply, this in turn has a direct impact on
how planning needs to take place in those areas. Rural communities are an
important part of the story, they often bear the burden of food production or
at least the production of raw materials for food production," stated Nordin
Abdullah, Founding Chairman of the Malaysia Global Business Forum.
"From an economic and infrastructure planning perspective, once key
industries or products have been identified, the various smaller holders and
cottage industries need to feed into stronger SME's. While difficult, these

handle the increased financial and technological requirements for broader

To move forward, an understanding of where in the supply chain will these

they are able to produce? If not what are the alternatives for these people to

In the context of Malaysia's USD15 billion food bill, the recent discussions
have pointed to the fact thatSarawak may be able to bring to the table another
advantages that the rest of the country doesn't have, sustainable supply of
electricity to power the cold chain that is needed to keep produce fresh on its
way to global markets. Coupled with the possible advantages of availability of
land, water and sunlight,Sarawak has been identified as a key contributor to
the strategy moving forward, the challenge now is to develop a detailed plan
moving forward.
Khathijah Md Jaafar, who is a leading expert in rural, planning and
development fromSarawak agreed that there are opportunities in Sarawak.

second reason for undertaking planning is to provide employment. In the less
developed countries and in the advanced countries the objectives of planning is
to provide employment opportunities in the rural areas to reduce the rate of
rural urban migration. The third reason is to ensure equal distribution of
wealth. In a capitalistic market likeMalaysia, planning can reduce the
inequalities in income by reducing the the gap betweenthe rich and the
poor. Planning for rural development inMalaysia especially for states like
Sarawak and Sabah helps reduce if not eliminate regional disparity. Special
funding can be allocated for the development of backward areas and less
developed areas. It is through planning that focuses on rural areas that the
regional disparity could be reduced. A significant reason for planning for
rural areas is for self sufficiency in food. As our country aims to become self
sufficient in food, the objective can be achieved through proper planning of
the rural areas. In each of the development the target was proposed for the

GOLDEN BULL AWARD CELEBRATES 15TH YEAR - Malaysia's premier award for SMEs celebrates entrepreneurial achievements
KUALA LUMPUR, Malaysia, July 31, 2017 /PRNewswire/ -- A total of 86 companies
were announced as winners of theGolden Bull Award 2017 as the award celebrates
its 15th year. TheGolden Bull Award was first organised in 2003, and has
previously been presented by senior members of the cabinet, including Prime

86 companies been awarded Golden Bull Award 2017 at Kuala Lumpur, Malaysia on
27th July. Winners are selected by a panel of judges led by HELP University's
Vice Chancellor, Datuk DrPaul Chan, based on a basket of qualitative and
quantitatie criteria. BakerTilly Monteiro Heng is the award's official auditor,
while financial data is provided by Credit Bureau Malaysia.
Dato' William Ng, organising chairman of the Golden Bull Award says, "the
market and economic environment have changed over the past 15 years. Today's
market is much more complex and multi-faceted than it was in 2003. This makes
entrepreneurship, and running a business, far more challenging than it was 15
years ago".

The Golden Bull Award 2017 was presented to the winners by Datuk Seri Mah
Siew Keong, Minister of Plantation Industries and Commodities. A total of 3
different categories were open for competition including the Emerging SMEs, the
Outstanding SMEs and the Super Golden Bull, categorised respectively according
to annual turnover. A record breaking 417 nominees participated in total with
86 enterprises claiming the title of winners.
Mah calls on SMEs to constantly evaluate the company's capability, and its
ability to withstand unexpected setbacks in order to build companies that can
withstand challenges.
Mah added, "Malaysia's achievements over the past 60 years are the result of
efforts of Malaysians of all races. I hope that entrepreneurs and business
leaders will continue to lead by example in promoting racial harmony so that
the country will continue to grow for many more years."

Report: Eaglexpress -- Moving to fly above the turbulence
KUALA LUMPUR, Malaysia, July 31, 2017 /PRNewswire/ -- In recent years the
dedicated Hajj and Umrah flight operator has gained the attention of the public
and of late the regulators as it aims to build a uniquely Malaysian airline
that helps people from around the world perform their religious duties.

Eaglexpress taking on passengers before take off In this independent report the
Malaysia Global Business Forum (MGBF) research team which has been tracking the
airline's performance from its establishment examines the achievements of
Eaglexpress over the past five years and explores how Eaglexpress can "Fly
above the turbulence" of the current situation to ensure the sustainable future
of the airline.
As reported in the Star online business section on the 31st December 2016
"Umrah and Hajj is a billion-dollar business globally and several airlines
worldwide offer charters but many more depend on charter carriers like
Eaglexpress to carry pilgrims." The gap in the market that Eaglexpress fills
globally is the need to move large amounts of passengers beyond the capability
of regularly scheduled flights.
Malaysia too will need increased capacity on the back of the recent
announcement by the Saudi Arabian government reported in the Arab News on 26th
of February, 2017 that the quota would be increased from "some 27,000 pilgrims
come annually fromMalaysia and that will be increased to 30,000"
The Kingdom of Saudi Arabia's Vision 2030 clearly states "increase our
capacity to welcome Umrah and Hajj visitors from 8 million to 30 million every
year" this will require increased capacity especially in the airline sector.
At the same time, the Saudi Commission for Tourism and Heritage announced the
National Strategy for Sustainable Tourism which included the "Umrah Plus
Tourism Market", which would see millions of Muslims extend stays in the
Kingdom following the performance of Umrah.
This bodes well for Eaglexpress as technically they would be able to operate
flights out ofMalaysia under their own call sign and able to provide "wet
leased" aircraft to fly from any Muslim country during peak times as created
during Hajj and Umrah seasons throughout the various times in the year to meet
the capacity required to move the millions of proposed passengers.
Eaglexpress was established on in 2012, with an initial paid up capital of
RM5 Million. The company was established to meet the "social service" of
flying pilgrims from the Muslim world toSaudi Arabia for Hajj and Umrah. Since
that date it was able to generate overUSD400 Million in foreign earnings for
Malaysia. The airline also has a valid IATA Operational Safety Audit (IOSA)
certificate, one of three operators in the country to do so.
Until very recently Eaglexpress was operating mostly international business
and the fact that it was able to maintain an excellent record with
international regulators and safety compliance organisations which is a
critical success factor. This is a key organisational strength of Eaglexpress
as new entrants to the market will face challenges meeting the same
requirements.
Eaglexpress is working with international suppliers of aircraft to find
innovative way to reduce the social impact of waiting list for Hajj upwards of
15 years inMalaysia, a country renowned for its Hajj operations. Reduced cost
and increased capacity that can only be achieved with the correct
configurations and other cost efficiencies, this will have a positive impact on
consumers.
Eaglexpress is a uniquely Bumi company that has been operating under its own
capacity since inception. However looking at the size of the global
opportunity it is time for Eaglexpress to consider partnering with or being
adopted by a Malaysian Government Linked Company (GLC) to empower the next
stage of growth.
The airline was thrown into crisis when Malaysian authorities revoked its Air
Services Permit (ASP) was revoked while it was undergoing aRM38 million
contract to carry 25,000 pilgrims for Umrah from Malaysia. This has now become
the focus of a judicial review as the position of Eaglexpress is that they were
not given fair warning or natural justice, especially as the airline at that
time was already operating for 5 years. This created a knock on effect, the
Foreign Operator Certificate (FOC) issued by the Saudi authority to undertake
the Umrah contract under its own call sign was put on hold. The cumulative
business loses will reach well overUSD100 Million.
Eaglexpress maintains that it is able to operate both from an organisation
and safety perceptive this business, and wishes that government authorities had
played a role of facilitation rather than the course taken.
Moving forward, Eaglexpress is well placed to establish a vendor development
program especially for Bumi SME's to supply of halal food and suitable
entertainment content on the 9 hour flight to Saudi Arabia. Coupled with
providing reduced cargo prices for Malaysian products toSaudi Arabia, this
would have a positive economic knock on effect to local SME's and create an
estimated 1,000 jobs.
Eaglexpress has not fully capitalised on the goodwill that was created due to
the company's role in housing the Malaysian evacuees from theYemen crisis,
which was not widely reported in the media at the time. Nor the company's
strong social responsibility culture having employed many single mothers and
those staff laid off by other airlines in the country. This needs to be
communicated to the public together with the fact that Eaglexpress in a social
responsibility that is realised through the business of Umrah and Hajj flight
operations.
Eaglexpress currently position in Malaysia, has seen regional investors
looking to invest directly into the company to take advantage of the growth in
the global Umrah and Hajj business, especially in key markets ofAfrica, Middle
East and Greater Asia. Markets which currently see many non-Muslim companies
leading the way in supply of aircraft.
Moving forward Eaglexpress will attract both investors and linkages with key
government linked companies as the opportunity has increased so to should the
involvement of the government ofMalaysia to ensure that the country can remain
in a leading position in the Haj and Umrah business.
From the small beginnings the management and staff of Eaglexpress can be
proud of being able to operate in this segment of the market for so long. Now
they must chart a future for the company which includes a flight path above the
turbulence of the current situation.

Portrait and Documentary to commemorate 60th anniversary of Tuanku Abdul Rahman's accession to the Throne

includingmainland China, Hong Kong, Indonesia, Philippines, Singapore, Taiwan
andThailand, besides Malaysia.
Award winners include AmMetLife Insurance, DHL Asia Pacific Shared Services,
DRB-Hicom, Encorp Berhad, RHB Banking Group, Telekom Malaysia, Top Glove, UHY
Advisory and UMW Corporation.
Good Employers Score Higher
Survey participants were asked affirmative statements about their employers,
and either agree or disagree with each of the statements. Based on these
answers across the survey, the top 3 areas that employees inMalaysia agree
about their jobs are:
1. Employees in their companies work as a team (average score of 4.19/5)
2. Employees clearly understand their job scope and expectations (4.14/5)
3. Employees feel a strong sense of commitment to the organization (4.10/5)
On the other hand, the 3 areas that score the lowest in the survey (i.e. the
ones which the employees feel their companies can improve on) are:
1. Employees feel that they do not really know what is going on in the
organisation (average score of 3.54/5)
2. Employees do not have confidence in the senior management of the
organisation (3.55/5)
3. Employees feel that they do not get supported by the companies in
pursuing their own professional development (3.56/5)
With few exceptions, all the winning companies scored significantly higher in
these areas compared to other participants. This indicates that employers that
are more transparent, supportive of employees' growth and lead by example, are
more likely to be rated as a good workplace by their own employees.
What Employers Think
85% of the employers surveyed felt that regular performance appraisal is
important both for employee engagement and in retaining their talents. 84% of
the participating companies felt that safety should be a top priority over
'fancy' workplaces, as a safe environment is conducive for productivity.
Evolving Face of Talents and Employment in Malaysia
Dato' William Ng, group publisher and editor-in-chief for the HR Asia, says, "

Roundtable Discussion on Creative Home Ownership Post Budget 2018 on November 10
at the MPN office.
The discussion was aligned with the focus of the Awards this year on the
issue of inclusive home ownership. The panel discussion addressed the issue of
home ownership among Malaysians, including the question of affordability for
the younger generation, what property developers can do to help young
Malaysians get a foot into the property market and the importance of housing
for improving productivity.
"The Malaysian Property Press Awards was set up eight years ago as a platform
to showcase developments, developers and services that are key to the industry
and would be beneficial to therakyat at large. This year especially, with the
current property market turmoil, we believe that the Awards, with the support
from big names such as MPN, MGBF, Perception Managament, CILT and Zerin
Properties, would be crucial to the public's eyes," said Gunaprasath Bupalan,
Chairman of MPPA and Executive Director of Terra Value Sdn Bhd and Emjay
Communications.
The Roundtable discussion was moderated by Nordin Abdullah, Founding Chairman
of MGBF. The panellists included thought leaders and stakeholders in the
property and communications spheres: Gunaprasath; Prof Datuk Dr Raduan Che

"Today's session is meant to be a frank discussion that digs into what
happened with the Budget and clearly understand what the future for the
property industry post budget 2018 is," said Nordin.
Prof Datuk Dr Raduan started the event saying that affordable housing is an
ongoing discussion not just for Budget 2018, but also for a long time. "I am
still not comfortable with the correct definition of affordable homes. The
price factor, eligibility or entitlement is not in sync and doesn't allow
people to afford homes," he said.
"Property prices are very high at the moment and have been escalating for the
past four to five years. There have been good initiatives by the government as
well as the banks, but these aren't good enough. We should explore further.
Utility companies should absorb their capital cost. We echoed this some five
years ago. Those days, electricity was government owned and it was called
Lembaga Letrik Malaysia (LLN). But today LLN has been corporatised to become
Tenaga Nasional Berhad (TNB) with their last announcement stating a profit of
RM2 billion. My question is, why is it that the setting up of a sub-station or
reservoirs has now become the burden of a developer? By doing this, developers
have no choice but to factor these costs into the property sale price, hence
becoming one of the reasons why property prices have increased. Another area
that needs immediate attention is the fact that property prices should be
capped where developer profits are controlled," said Chang.
"I agree with Chang that property prices should be capped for those that are
RM200,000 and below. We should adopt the model of HDB flats in Singapore, where
HDB controls the price of low-cost housing in the country. We cannot block the
free market for properties beyond this threshold," said Gambero.
"I strongly feel that the government should have a well-coordinated housing
policy to ensure that affordable housing reaches the right target market. A
single authority should be established to ensure a more efficient provision is
in place. The government should engage with the property industry to streamline
the eligibility criteria and conduct a perception audit to gauge the perception
with relevant stakeholders. This will help narrow some of the perception gaps
and ensure the right strategies and key messages are in place," said Shanthi.
"Property developments have taken a paradigm shift. From big spaces being the
major factor in property purchase, it has shifted towards lifestyle elements
such as amenities and facilities. The new generation of buyers do not mind
living in a smaller unit as long as they have ample modern facilities around
them for entertainment and recreation. This has led many property developers to
follow suit with their projects," said Gunaprasath.
"What can property developers do to improve entry into the market? From my
research and observation, I feel that aside from Affordable Housing that many
developers are already looking at, they could also offer'Rent to own' schemes,
where you rent for a period of time and part of the rental goes towards the
down payment for the home you are renting and after a certain number of years,
the tenant is given the option to purchase the property with no additional down
payment. They could also offer'Developer loans' to purchasers. This would mean
that the interest charged is slightly higher than the banks, but easier to
obtain. Developers could also look at selling'shell houses' -- homes that come
with no frills. These are units that are just a block of cement, where
fittings, wiring, plumbing and decor are all borne by the buyer. This will
definitely bring the property price down significantly, hence making the down
payment much lower too," he added.
Chang also opined that there should be a way for people to take a loan from
the Employee Provident Fund (EPF), where buyers would borrow from their own
accounts, to purchase a home. If the home is sold in the future, the profits
can be pumped back into their EPF account. This would be easier to obtain, for
those who have trouble with bank loans.
"Of course there are issues that need to be ironed out and areas to be looked
at, but this is surely an idea for the near future," Chang added.
With over two hours of discussion, the Roundtable ended on a positive note,
with many ideas to improve home ownership and ideas for new policies with hopes
that they will be implemented soon to help therakyat with their home ownership.

Malaysia will be held at the end of the year.

from a total of 188 companies acrossSingapore responded to the HR Asia Best
Companies to Work for in Asia Survey. The survey also covers seven other

Malaysia, Taiwan and Thailand.

Good Employers Score Higher
Survey participants were asked affirmative statements about their employers,
and either agree or disagree with each of the statements. Based on these
answers across the survey, the top 3 areas that employees inSingapore agree
about their jobs are:
* Meeting or exceeding customer expectation (Average score of 4.27/5)
* Being effective at work (Average score of 4.21/5)
* Employees know clearly what is expected from them at work (Average score of
4.13/5) On the other hand, the 3 areas that score the lowest in the survey
(i.e. the ones which the employees feel their companies can improve on) are:
* Employees feel that they do not really know what is going on in the
organisation (Average score of 3.33/5)
* Employees feel that they do not get supported by the companies in pursuing
their own professional development (Average score of 3.49/5)
* Employees doubt that if they will be rewarded for their good performance
(Average score of 3.56/5) With few exceptions, all the winning companies scored
significantly higher in these areas compared to other participants. This
indicates that employers that are more transparent, supportive of employees'
growth and lead by example, are more likely to be rated as a good workplace by
their own employees.
What Employers Think
90% of the participating companies felt that safety was top priority in their
respective companies. It is essential for employees to have a safe environment
in which they will be comfortable to work in. For employers, they are required
to provide safety necessity with regards to operations, procedures and
policies. A safe workplace is conducive in creating positive productivity where
employees not only perform better but also feel they matter to their
organisation. 89.2% of the companies feel that theft is not a regular
occurrence in their workplaces.
87.6% of the companies surveyed felt that getting a referral is a cheaper and
faster way to hire, which generally recommends better candidates and lowers the
turnover rate at a company.

The "Asia-Pacific F&L Person of the Year" is open to nominees from the oil

The award celebrates an individual's outstanding contribution to the Fuels &
Lubricants industry in Asia. Trevor Russell, Chief Executive Officer of
Infineum, won the inaugural "Asia-Pacific F&L Person of the Year" in 2017 for
his leadership role in expanding the manufacturing and supply capability for
additives in theAsia-Pacific region. We look forward to selecting the

The "Product Development of the Year" recognizes product innovation in the
fuels and lubricants industry, in particular, products that have made
significant improvements to processes, efficiency and ecological use. Chevron
Oronite OLOA® 55516 was commemorated as 2017 "Product Development of the Year",
the first lubricant additive package in the industry to be approved for
dexos1®:2015 by General Motors (GM). This technology is recommended for GM
Factory Fill and Service Fill gasoline engine oil specifications beginning with
2017-2018 model year vehicles.
To qualify for the 2018 award, a product must be launched and available to
end-users betweenJanuary 1, 2017 and December 31, 2017.
In addition to the award ceremony at the Four Seasons Macao, the winners will
be featured in F+L Magazine (formerly Fuels & Lubes International), the
flagship publication of F&L Asia Ltd., which is available in print and digital
format.
